You are completely wrong in your interpretation of “right of 1st refusal”. This is completely different from eminent domain and is NOT a socialist ploy to separate anyone from lawfully owned property against  their will or better judgment.

Right of 1st refusal is a contract between 2 parties that states that the 1st party has the option to buy something from 2nd party if and when 2nd party agrees on price with a 3rd party. The 1st party has to match 3rd party price or take a hike.
