The primary purpose for smart meters is for utilities to deal with maximum power consumption spikes, first and foremost the use of appliances and air conditioners during heat waves.

During these times, utilities use their smart meters to facilitate a constant series of rolling brownouts. Not enough of a power drop for you to notice at home, but enough to take the edge off their demand approaching capacity, which in the past would often end up in occasional blackouts.
