If the school is less than 1 year old, Contractor must repair defects occurring during that period (by law).
Every construction effort should have a walkthrough with Owner, Contractor and Architect prior to expiration of that period and build a list of defective work to be corrected.
This could be a case of faulty design (Architect), faulty installation (Contractor), faulty materials (Manufacturer), or simply that the budget was insufficient to provide appropriate quality (Owner). Some times it is a combination of any or all.
