Exactly! Yes, I should have made the sentence clearer but you are right in that DEVELOPMENT attracts deer and moves them into the surrounding areas. As does are able to have more nutritiously enriched diets, the better odd they will produce off-spring. And yes, deer do roam or better stated they forage.
Brian Chapel and other development would bring MORE deer into the county as all the other development around us has. The developed areas on the county borders have already done this. Lawns and gardens give them a wealth of food sources. So as we develop this county more, the deer will come and as the deer and development continue, then hunting will be restricted due to all the developed neighborhoods. We need to think about development and the environmental impact which includes deer populations.
