I work for Orange County and we are provided 3 days off for the Christmas holiday, Dec 23, 26 and 27. You will find this is very common in government. The way the holiday lands is why there are 5 consecutive days off. As a county employee (social worker), I too enjoy the time off with my family after working very hard for the citizens. I hope the librarians and other county employees will enjoy their time off as well!
