I looked up Absentee Voting in NC. I believe this applies in Chatham County.
In one area there is this statement:
Witnesses
– In the presence of one witness or Notary Public the voter should mark the ballot, or if the voter is unable to mark the ballot, shall cause it to be marked according to the voter’s instructions.
Then further down on the same document is this statement:
Certification of Witnesses and Assistants
– The voter’s two witnesses must, after observing that the voter marking the ballot, complete and sign the envelope in the space designated as Witnesses’ Certification.
So, do you need one or two witnesses?
