Initial closed session began at 3:30pm and lasted more than 90 minutes. Del Turner left at the end of this closed session.

Open session started at 5:15 pm.

2 community members (school board candidates Angela Milsaps and myself) were in attendance.

Removed Student code of conduct from the agenda.

Consent Agenda appoved.

Good news:

·         $1k health zone award – student wellness programs.

·         Annual summer sendoff newsletter – download Eng and Sp

5:20 – recess until after special meeting with Lee and Harnett boards.

5:30 – TC with Lee and Harnett boards – all three boards agreed to reappoint Norman Chip Post for 1 year term beginning 7/1/2014. Del Turner joined by TC just as voting began.

*2013/14 budget amendments*

$5k change from posted agenda items – last minute county revenue.

Move $ to cover actual expenses.

Capital $5.307M – Move $ for facilities study from Capital expense (auditors recommendation)

Other Local %2.216M (decrease due to Medicaid reimbursement not received – after 60 days will show as next year’s revenue)

Still more to do after this batch. NCSBA recommendations and match policy to practice.

Attorney – one item to discuss: Policy 7950 non-renewal of teachers.. Statute changes 7/1/2014 – no longer requires allowing teacher to request writtne reasons for non-renewal. Recommend that that is left in (additional right for teachers). No longer career status – all 4 year and new will be on one year contract.

Jordan – adding requirements not in law may become burdensome as number of dismissals increase – suggest considering not going beyond law. Most know why.

Howard – sign that we support due process for teachers

Hamm –could remove later if becomes burdensome

Jordan – law does allow hearing before board

Attorney – doesn’t have to grant hearing – boards typically grant all requests or deny all for fairness

Jordan – not planning to have lots of non-renew, but could. Got 2 inch stack of contracts today (teachers with 0-4 years experience).

Howard – ok leaving in – heads nodding

*Central Carolina Works Memorandum of Understanding – template* – will be separate one for each school – all 3 counselors have been hired

Defines responsibilities of CCCC and school district – reviewed by attorney and supt

CCCC hires and trains counselors

Attorney – one change missed 4 – any computer provided by CCS will remain property of CCS

*Student Code of conduct pulled from agenda* – 2 items that Dr. Jordan wants to raise with attorney. Principals not concerned about delay – not printed in student handbook. Goal – eliminate specificity (1, 2, 3) so don’t tie administrators hands. Some principals like specificity, some want to eliminate. Recommendation is hybrid. Includes changes in statute.

*SAGE and Moncure roof contracts.*

Martin Roofing services $999K (>100k less than other bids). Checked references. Notified them of price difference – give 72 hours to remove bid. They confirmed they would stand behind bid. First time used this company – Wake Schools have used a lot.

Jordan – bound to accept lowest bid unless extenuating circumstances.

Drumheller – finish in Nov

Leonard – how is move to new maintenance?

Drumheller – Infusion of $ tomorrow (new fiscal year). Working in-house as much as possible. Aim for before Christmas but may not make it.
