Have you tried the NC Public Utilities Commission about your Century Link problems?

Have you tried calling the NC public Utilities commission and your state house & senate representatives?

I know it’s the government, but often they are indeed more helpful than you would think. A few years ago, I had luck when I called Bill Faison’s office about TWC cable service maps that showed I was served, but the cable company was stonewalling me on running a cable to my house. Two days later I had a call from the TWC construction manager and although they proceeded to tear up drains in my driveway they got the cable in.
 
My guess is that if everyone who was having problems called at once you would see some activity from your friends at Century Link J
