Leafy greens on Highway 64 are deer fodder

Heard Sunday from a friend of mine who works for the DOT outta Siler City that the plants are canola and were planted by the state to experiment with their optimum growing conditions. My only problem with that is they are deer fodder planted right up to the white line of a major highway. Who is the brainiac that thought this would be a good idea?
