There were many parents and students in attendance for the beginning of the meeting. They left after the student recognitions.
There were at least 5 community members in attendance, including schoolboard candidates Angela Millsaps and myself. John Hunter from the newspaperwas in attendance. Commissioner chair Walter Petty was there at thebeginning

Amend agenda – consent agenda – move to item 8 (consent agenda/personnelagenda) after second closed session.
Dr. Jordan – glad to see room full of students and parents. UNCCH academicall-stars. Tickets to UNC athletic event, picture, autographs, recognition.Football game in the fall – selected now so families can plan.
JMHS – softball – won Eastern Championship – 2A championship game Friday

6 program areas, each with advisory committees. 4 year plan. Parent/business support. Most funding for staffing. 40 full-time. Supplies. Staff Development to administer credential programs.
Howard – do all schools have same access? Yes – some only at 1 school, butcan attend other schools.
Howard – acceleration? Community College? Yes – K-14 – coordinate withCCCC. Some get HS and comm college credit for same course. Some studentsend with 13 credits.
4 year plan – looking at industries coming/jobs that will be needed.. Surveys to know what we need, train for jobs that exist/will exist
Hamm – what happens to plan?
Our plan, but regional CTE director questions and works with us on it.
Jordan – DPI CTE program is unmatched for support to districts. Asked DPI to mirror that support in other areas.

Susie Jordan – parent at Bennett – wanted to say Thank you – principal and EC teachers. One twin academic all-star, the other special needs. Thanks to Bennett – hope both will be academic allstar. Very different experience
then a different school/system. Principal/EC teachers are a godsend. Very happy to say “it’s my school too†. They help when come with questions.

Year-long process on lease. Affects every school. Elementary average computer 8 years old. Refresh/redeploy old HS laptops also improve elem equipment.
760,309/year – price decreased.
Turner – teachers as well? Yes – HS – all K-8 teachers got new laptops last year.
Leonard – saw students using laptops preparing for senior interviews.

Instructional Time Considerations

State Requires 1025 instructional hours. State excludes change classes, homeroom, lunch, pep rallies, dances. Request that all other activities be included in instructional hours. Asked principals to work with building stakeholders. Asked if wanted to maintain additional time at K-8 schools – allows additional days of cushion if weather days. Extended time = 9 days cushion (avoid makeup time). Without – 2 days of cushion. Have seen good
results from extra time. Different schools have different opinion. PTA mtg at PHS – parent expressed concern. Before Jordan could respond – teacher answered with several activities. Some teachers better at using the time then others. But try to use as appropriately as possible. Will bring recommendation for that later.
Hamm – if don’t have bad winter, end early?
Jordan – board could (both laughing). We use every minute available.. Don’t use term “banking†time – actually using it.
Howard – apply to all K-8?
Jordan – yes – some variation in non-instructional minutes/changing classes.
Provide guidance on maximum allowable non-instructional.
Jordan – we were one of the only districts calling DPI to ask questions about weather/delays last year,. May have prompted DPI policy.

Handled by TIMS coordinator now – hard for her to complete TIMS duties. Transportation has been adding efficiency. Can absorb cost into existing 2014-15 budget.
Jordan – substantial increase in special transportation needs for EC students. Previously had local EC position that dealt with transportation, but that position was cut. Need to track $ and keep on top of issues for transportation efficiency rating. (Restoring position in a different dept)
Howard – is EC transportation judged the same way as efficiency rating?
101 students spec trans 521K this year. Does affect efficiency rating

Already lots of traffic on this – sewer easement. Hard to mow/maintain. Better safety than current. Asphalt – strong enough for sewer trucks and police, park staff. Haven’t set policy – may be dawn to dusk – lighting not in current plan.

In conjunction with County. First in state joint use transportation facility. Met with DPI last week – rave reviews.
Jordan – thanks to drunheller and others– fast-tracked
Across from new county jail – Renaissance Dr. Rd will be paved to the property. 138 bus parking spots – initial needs and some growth. Expansion space for 50 more bus parking spots. Designed – base bid –school needs. 11 bus bays, prep/wash bay, tire changing. Offices and training. Plan for additional bays on left for county use – bid as “add/alternate†if funds available. Build now or in the future – expandable. On budget at this point – need further plan development.
Howard – school first?
Given Deadline – bids Sept 10. Design both scenarios. When get bids – see whether just base plus alternate for county. Currently funding is for both – but county is reserving decision on whether to build their part now. Also additions on both sides (designed now). Share an entrance.
Hamm – can handle dumpster tucks? Room to walk around bus.

Different rates for profit and non-profit. Policy had said bring fees annually but hadn’t made changes since 2006. Will bring changes forward later – need to look into actual cost and other counties.
