You have described the Quality of life in R/PxT=Q. For Q, I too start with Air and Water. Food formerly was next, but after observing the Superdome community after Katrina, I choose Sewage and then Food! et al as you listed, climate control, health, education, the arts, each supported by the one before.

As regards Chatham Park and “upstream”, most of us are “upstream” from somebody! And governments are people too. Imagine this West Virginia plume of toxic chemical going downstream all the way to New Orleans!
And we don’t even require each town’s waste water treatment plant to be upstream from our water intake plant. That alone would protect our water supply ALL the way “downstream”. The water from the Siler City treatment plant could be pumped back up to the reservoir for storage when needed and vastly increase the supply and then flow downstream for others – same principle as any reservoir.
