One technique is to add cisterns to new homes with secondary plumbing for filling pools, watering yard and garden and flushing commodes, each home recycling its own rainwater off the roof. Very little added expense in new construction. And will pay for itself quickly if water purchased.

I have my own well but am chinchy with my good water since my original well was limey. I have had great success with two cisterns for water for pool and want to add 4-5 more. It is difficult to get at the commodes in my old house and the new toilets use less water, but may do it anyway.
