See you are having problems with your numbers and facts again.
Alamance County has 22K students and spends $2.8M on central office administration. Chatham has about 8K students and spends $4.1M on central office administration.
If you truly and honestly followed and comprehended the conversation about Chatham County central office staffing you would see that most central office positions are funded from multiple sources, but 24 positions, costing $1.6M per year (excluding longevity) are completely locally funded. These include 6 Administrative Assistants, 2 Office Support, 4 directors, 2 Finance specialists, and 1 HR person. We could eliminate at least those 15 positions, costing $871K per year (excluding longevity) without affecting the ability to comply with state and federal mandates. So, though we might not be able to completely balance the budget in Central Office, that $871K would go a long way toward solving the problem.
There’s $871K for you right there.

As for the pay for performance bonuses, Mr. Starkweather easily overlooks the fact that his Chatham Coalition Commissioners (Lucier, Vanderbeck, Thompson & Kost) waived their obligations and shortchanged county employees

The money for this was not “found”, the funding for these employees was available in a personnel savings account –
Description of the Personnel Savings Account from the 2011 Budget, Section 14 – Other Funds
This fund is used to accumulate personnel savings in the General Fund that result from lapsed salaries. The revenue from this fund is used to fund pay-for-performance increases that exceed two percent.
