PITTSBORO, NC. On January 14, 2015, Chatham Animal Rescue & Education (CARE) launched its Pet Responsibility and Education Program (PREP) with Chatham Charter 4th graders in Siler City, NC. PREP’s mission is to provide and drive solutions to the pet overpopulation crisis in Chatham County, with the goal of reducing the intake of adoptable animals at the county shelter and thereby reducing the euthanasia rates. The program is modeled after Moore County’s Pet Responsibility Committee ( which launched in 2008 and reaches over 1,000 fourth grade students annually.

PREP targets Chatham County fourth graders using a six-week curriculum focusing on weekly “I Can” statements. These statements include being a responsible pet owner, helping to stop pet overpopulation, making sure pets are healthy and safe and that the student is safe around pets, being responsible about providing for a pet its entire life, being an animal advocate and helping to solve the overpopulation problem in Chatham County.

The PREP program integrates with North Carolina Public School’s Character Education Program and is linked to the N.C. Standard Course of Study. Character education traits stressed in the program include courage, good judgment, integrity, kindness, perseverance, respect, responsibility, trustworthiness, fairness, caring, good citizenship and self-discipline.

For more information about PREP, donating funds and/or materials to support the program, or volunteering to teach in the six week program, please contact Patti Liegl at or by calling 919-542-5757.
