NC-STEP storefront improvements for downtown Siler City only?

It was my understanding that the NC-STEP grant to Siler City for storefront improvements was ONLY for improvements to businesses in the “downtown” area. I guess we’re not interested in attracting people passing through on the heavily traveled US 64?

On a somewhat related topic since it’s plastered all over the website (among other places), I don’t understand this slogan of “delightfully unexpected” which sounds like it came straight from the “non sequitur” subcategory in http://tvtropes.org/pmwiki/pmwiki.php/Main/OurSloganIsTerrible

Just so Mark and all Chatlisters will be aware, the NC-STEP program administered a State grant that matched funds for business owners in Siler City to make improvements in the appearance of their facilities, storefronts, paint, awnings, etc.
