The range is safe. The cat hotel is safe for you and your children to volunteer.
Yes, there may be some noise at some times.
During the week the range may have a few shooters on any given day, I am sure it is noisier on the weekends when more people have some time off.
This is a NIMBY issue. If you want the freedom to have a cat hotel ( which I would object to next to my house), the range owner has the same freedom, and yes, I would not want that in my backyard either.
It is much like the city dweller that moves to the country for an idyllic live style and complains about the smell of cow manure.
