Megan, as crass as it may be upfront, it is a necessary evil if you are to discourage other vulture from roosting in the same location.

Vultures are extremely social creatures, right up there with parrots in family ties. However they cannot abide the mere sight of a dead vulture. Hanging the carcasses of a couple dead relatives will make them find a roost somewhere very far away from that location. It may seem harsh, but have you ever seen the results of several dozen vultures that roost together. I know of roosts where you can find nearly a hundred or more at one time congregating together. It completely trashes the area around the roost. There certainly are permits and permission from State and Federal agencies required to use such methods and I would hate it for anyone who got caught violating them.

Vultures are a federally protected species and cannot be killed indiscriminately. As awful as it may be to look at for now please consider the greater  good for the location before you blast those who made the decision.
