Regarding the fox in Fearrington Village. I would suggest that you are observing normal predictable behavior of one of the many creatures with whom we share our world.
First, the legals… In North Carolina, fox is a game animal meaning that it can be “taken” only during established hunting/trapping seasons, in the act of depredation, or by acquiring a depredation permit. For permits call 707.0060. Taking includes any action to pursue, trap, annoy, get rid of, etc.

Another approach is to just use standard 4′high fencing and run a double ring with rings about 4′-5′ apart. Leave an opening in outer fence.
Deer jump first but cannot get over second. Lee Calhoun has used this method for years to protect his nursery.
Easier to install than tall poles and beats the absurd look of super high fencing.
