I would like to reply to the weapons being brought to school, If there is no harsh punishment to the person who brought the weapon to school then that person will not learn from it. The reason why a weapon would be brought is the intent to harm or threaten. I do not think being kept out of school to enjoy the days off is punishment, that person should do some kind of community service or something to learn what they did wrong. Another thing is that a note of some kind should be sent home to the middle school parents reassuring us that everything was handled in a safe manner and that everything is being done to have the school be a safe environment. My daughter was at the school dance that evening and the police officer and others came into the gym, stopped the dance and asked for said children, the said children were then questioned and put in the police car. Some children were in the bathroom scared. Stories were going around and kids were confused and had questions. When things happen at the school and it's all hush hush and the parents get no answers that makes me want to question the school on how thing are really handled. John R. Dykers Jr., MD P.O. Robin,
On your first question, it is called a "White Goods Tax" and everyone pays it in NC when purchasing a major appliance. I just purchased a new washer and dryer and paid $5 for each. The money goes to the appliance recycling program established by the state. Old appliances are stripped of things like Freon and other hazardous materials before they are crushed for scrap. Other parts are removed as well to be recycled appropriately. This program is an attempt to reduce hazards and bulk from going into landfills. You pay based on the fact that if you purchased an appliance, it will some day need to be disposed of. It is not based on whether or not you are throwing something away right then.
Secondly, yes you do pay tax on your state refund from last year, but only if you itemized last year and claimed it as a deduction. If a person itemized on their taxes, one of the itemized deductions is the amount of state taxes you paid. This is based on what you actually paid the state, in this case in 2005. So therefore, if you itemized and included all the state taxes you paid in, and you received a refund, you overstated your itemized deductions. That is why the following year, you must claim that overstatement (refund) as income. If you did not itemize, you do not have to claim it as income.
(I am not a tax accountant, but that is how I understand these two to work.)

Recently my family bought a dishwasher from Lowes Home Improvement. I noticed on my receipt that I was charged a disposal fee of $3.00. Although this was not a big charge or anything I had never heard of it, so I called the store
manager and asked him what it was and was told that the state of North Carolina charges a disposal fee on all new appliances that are purchased. I told him I had no dishwasher to dispose of that I am currently replacing and he said it didn't matter. Why Not??? That is ridiculous that I should be charged this fee if I have no appliance to dispose of. Can someone tell me why I have no choice? I would definitely understand if I was taking an old one to the landfill or something, The second item I would like to mention is last month I received a tax paper for a NC State refund from 2005 that I have to claim when I do taxes. So I will be paying tax on my refund? Is this not called double taxing? I am confused about this issue also, maybe someone will have an answer to that one. Robin

Disposal fee: I think you're paying for the eventual disposal of the dishwasher you just bought. For a change the government is thinking proactively.
Taxes: If you deducted your state taxes from your Federal return last year (which you are allowed to do), you have to pay taxes that you did not pay last year on whatever amount was refunded. If you didn't deduct your state taxes last year, you don't have to pay taxes on your refund because you already paid it last year. But you're better off deducting and paying the next year unless the state refunds your whole tax for the year.

While I am not a tax professional or a lawyer, I believe you only have to pay taxes on your 2005 tax refund if you itemized your deductions in 2005 on your federal return. The reasoning there is, when you itemize deductions, you don't pay federal or state tax on all of the taxes you paid to state and local governments during 2005 (gross, not net). If you end up overpaying those taxes and get a refund (that you receive in 2006), then you need to pay taxes on that amount because it was deducted from your income in 2005. If you didn't itemize in 2005, you should find that you don't have to include this as income when you follow the instructions on your tax return. I don't know if that makes any more sense to you, but that's the reasoning.
Here's a good article on why we pay the white goods fee. It's actually a fee in advance to dispose of the appliance you are buying now, not one you are replacing.

Chatham Parenting Now! is a free, 7 week Parent Education course open to all Chatham families with children ages birth - 5 years in the home (even if you have older one's too!). Some questions I've received... What are some of the topics of the classes? We talk about all the important stressors parents of young children face like, parenting with your values, limit setting, tantrums, and managing parenting stress. What time do you meet? We have a family dinner at 6 pm and classes start around 6:30 and finish around 8 pm. (got to get those little ones in bed! Speaking of bedtime, that's a popular topic for group discussion also!) Do I have to attend all 7 sessions? Yes, if possible. Though we understand that little one's get sick and you might have to miss one session, we hope you will commit to attending all 7 sessions. It is a commitment and we realize that. However, research has proven that learning is more effective if you attend repeated sessions. (How many of you have read a parenting book, only to realize a few days later that you don't remember what you read? It takes reading, talking and practicing to really learn new parenting tricks!) Parents usually say they don't want the class to stop, so the class goes by more quickly than you think! Tell me more about you! I am a counselor with over 16 years experience working with children and parents. More importantly, I am a parent, with 2 boys, one of which is 3 years old. So sometimes, I'm the one needing the support, too! We all will learn together. Some participants need more support. On Wednesday, one of my neighbors had a single homing pigeon in his driveway. The bird was banded, and although we were able to get very close, we could not get close enough to catch. He (or she) was completely by itself..it did fly across the field, touching down a couple of times, but never with any height, etc., to it. Flying did seem level, though, so I don't THINK it's injured. When I returned from another neighbor's house, the bird was back in the original neighbor's driveway. If anyone knows who this bird belongs to, could you please let them know? The location was aprox six miles out 15-501 / 87 s toward Sanford, on the River's Fork Rd. My primary response to taxes is that I hate them, and we pay too many taxes as it is. HOWEVER, I must say I rather approve of taxes driven by consumption, and the eventual waste/disposal following that consumption. Robin; you do in fact have a dishwasher that will require disposal some day... the one you just bought. It will have to go somewhere, someday, when it breaks down and or a kitchen re-modeling process gives it the boot to appliance heaven. Unfortunately, appliance heaven is somewhere here on earth, and I suspect the proper discarding of appliances has its own costs.... purchase of acreage to bury it, manpower costs to strip it of re-usable parts, etc., unless we all pitch our appliances out in the woods, some else's back yard, or in a ditch along the road.... not a thoughtful plan! So, I suppose (as I write this with great hesitation and angst), that I support taxes for consumption of stuff which later have to be discarded/disposed. As for being taxed on the previous tax refund because you were over-taxed to begin with??? ... sounds like indeed a tax scam which involves the real crooks! Stephanie

Robin, I believe that the disposal tax is charged at the front end of your purchase. In other words it's to dispose of the unit you just bought. Still yet it's probably monies collected that will never reach it's earmarked purpose. When the breathing air tax becomes law lets hope we are charged per inhale. I'll admit that I breathe but swear that I don't inhale.

Hey Mark, Thanks for your post and suggestion to contact Ann Hart. I do think that an explanation about school violence policy would be appreciated by many since it seems that policy as written is not being followed. If we were evaluating policy about talking in class or gum chewing or cell phone use at school this would be different. When I hear stories on the news about violence in school settings I can't help but think that it can happen anywhere. Including but not limited to the classroom that my children attend. I'd like to think that proactive measures is something we can all invest in.

Just wanted to say hello to the Chatham County chatlist folks. I'm just recently introduced to it by my uncle who lives in Fearrington. Though I do not live in Chatham County, I am a landowner of 6 beautiful acres at the intersection of Bear Creek and the Rocky River and have haunted your fair county for nigh onto 30 years. Since I am a 'tax guy', I thought I would try to answer Robin's question about her state tax refund: your state tax refund may or may not be taxable depending upon whether you itemized or not in the previous tax year. For people who do itemize (that's a Schedule A) and claim deductions for mortgage interest, property taxes, state taxes, you will probably have to pay tax on your refund because you received a 'tax benefit' from claiming that tax payment as a deduction in the previous year. Most tax software these days automatically carries your total state withholding tax to your Schedule A and, if your total itemized deductions exceed your 'standard deduction, then you do not pay tax on that refund amount twice since it was deducted from the previous year's total income. There are instances (when your itemized deductions exceed your standard deduction by less than your tax refund or when you pay Alternative Minimum Tax) when you itemize but do not have to report the full amount of your refund as taxable income. And if you did not itemize in the previous year, then your tax refund is never taxable. Hope this helps.

The Perry Harrison 7th grades will host a Thrift Shop worknight at Cole Park Plaza on Monday, March 5, from 6:30 until 8:30. This session will be a fundraiser for next year's trip to Washington, DC, so all 7th grade parents are encouraged to attend.
The worknight was originally advertised as an "open" session, where volunteers could contribute their hours to any teacher or special program of their choice. That's still an option.
